how about the federal government legalizes gay marriage, but says that for both gay marriages and male/female marriages, you have to live with your partner for 5 years before you can go through with it periodthat would cut the divorce rate in half, at leastbut that would never work, cause some states would say you could get married without the 5 year trial period, and we'd have another Civil War!]
