your second link acts as if both interpretations are of equal footing. one of those interpretations is the same as the federal governments.

the interpretation from federal government is that the woman who was killed was a domestic terrorist

I was thinking more in the context of when it becomes impossible to ignore and the disinterested suddenly become interested, spurring collective action on the part of the populace such that Congresspeople become fearful for their re-election (assuming we're still going to have those) and start actually doing their job with some teeth.
