Berger was moving with more and more disregard for the will of voters. The casino episode was a fiasco, scandalous, and ran askew of some religious folks. All the legislation and court battles where he attempted to steal appointments and other governor powers was pretty unpopular. Voters rightfully get frustrated when you refuse to negotiate a budget.

He deserves to lose. If he somehow pulls it out in a bizarro recount scenario, he deserves all the lost sleep. Probably everyone in the NCGA needs a wake up call that incumbency is no guarantee of future success.

I have read several local articles that mention the biggest single spend item was the city purchasing property for a casino complex. Not a single article has made the connection that this was bought as some kind of side deal/discussion of the Berger Casino fiasco. Why isn’t Berger, his aides, and the lobbyist with the casino holdings company not being dragged into this? What promises did Berger or the lobbyist make to convince a city council to overspend 25% of their budget on a hard to re-sale asset?

I don’t want to ignore Rocky Mount’s other spending, some of it seems pretty reckless, but the Casino fiasco has a lot of mileage left to give us. Local media just feels incapable or unwilling to get to the bottom of these types of stories in our state.

Boliek appoints the members of the state and county election boards who take those votes. He also runs oversight of county election boards out of his office. But Boliek isn’t personally tasked with making decisions on recounts, election protests or similar issues. “There's nothing to recuse myself from,” Boliek told WRAL. Even if the state board votes Wednesday to decline to approve the hybrid recount Berger wants, that won’t necessarily stop Berger from requesting a hand-to-eye recount. Two types of hand-to-eye recounts exist. First, officials take a random sampling of 3% of all the ballots cast, review them, and tabulate any differences in the vote count. It’s then possible — but not guaranteed — to do a full hand recount of every ballot cast. State law says that full hand-to-eye recount can only be ordered if the partial recount identifies enough changes to the vote count that there’s a mathematical indication that a full recount could change the outcome of the race. “If the results of the hand-to-eye recount differ from the previous results within those precincts to the extent that extrapolating the amount of the change to the entire jurisdiction (based on the proportion of ballots recounted to the total votes cast for that office) would result in the reversing of the results, then the State Board shall order a hand-to-eye recount of the entire jurisdiction in which the election is held,” state law says."
