Retailer. If you call the bank, they will tell you to contact the retailer first.

I take it that it's a debit card?My SunTrust MC debit card allows me to dispute charges. If you are going to dispute the charge contact the merchant first and advise them of this. They may find a way to remove the charge for you without you having to initiate a dispute. Companies tend to not like having disputed charges with a credit card company on their record. What is the amount of the charge? Financial institutions/CC companies tend to simply write off disputes under a certain amount (roughly $30) because it's not worth their time to investigate it.[Edited on March 10, 2012 at 4:07 PM. Always call the merchant first. It could be an honest mistake or computer error.

I dispute online before even calling the merchant, that way they know brushing you off the phone is not going to work, they actually have a deadline to respond. Then document everything else. Even if you call make notes of the conversation for future bitch letters and escalations.
