Juicing were completely and totally legal. It's pretty well established that professional sports organizations couldn't give less of a fuck about the athletes beyond their stay in the league, so why not let these guys (who are often genetic anomalies in their own right) take their bodies to the limit with performance enhancing drugs? Personally, I think it'd be pretty entertaining to see a bunch of muscle-bound freaks playing football, basketball, baseball, or even soccer (jk lol).Another argument could be made that a lot of the guys already are taking some kind of steroids and getting away with it, so this would be an easy way to level the playing field.
